KEYNOTE SPEAKER: COMBATTING FRAUD: NEW YORK'S CHIEF WATCHDOG LUCY LANG
Lucy Lang, Inspector General, Offices of the New York State Inspector General
New York State Inspector General Lucy Lang is a lifelong New Yorker, attorney, and educator.  State Inspector General Lucy Lang is charged with looking out for the integrity of state government and has jurisdiction over all executive branch agencies, departments, divisions, officers, boards and commissions, and over most public authorities and public benefit corporations. She'll share her insight after almost a year in office and how her agency works with law enforcement and insurance agencies to tackle fraud.

Prior to her appointment as New York State’s 11th Inspector General in October 2021, Lang served as Director of the Institute for Innovation in Prosecution (IIP), a national criminal justice reform think tank. She also served as an Assistant District Attorney in Manhattan, where she investigated and prosecuted violent crimes including homicides, gun violence, and domestic abuse, as well as Special Counsel for Policy and Projects. Lang brings her longstanding commitment to justice to bear in the Office’s investigations into corruption, waste, fraud, abuse, and misconduct in state government as well as deep experience designing and implementing practices that promote institutional integrity, transparency, and accountability.

While at the Manhattan District Attorney’s Office and in collaboration with Columbia University’s Center for Justice, IG Lang created Inside Criminal Justice, a first-of-its-kind college class for incarcerated students and prosecutors to study criminal justice together and develop policy proposals to better the system for all involved. This is a national model being replicated by other District Attorney’s offices and correctional facilities across the country. Lang has been widely recognized for her work, including receiving the Elizabeth Hurlock Beckman Award from the American Psychological Association in 2020 as an educator who inspires her students in prison to make a difference in their communities.

Inspector General Lang is currently Vice Chair of the American Bar Association Criminal Justice Section, a member of the Council on Criminal Justice, and a Term Member of the Council on Foreign Relations. She has been published in The New York Times, The Atlantic, the New York Daily News, and many others. Lang is the author of March On!, a children's book about the 1915 Women's March for Suffrage in New York City which encourages the next generation of courageous and thoughtful leaders.

Inspector General Lang is a graduate of Swarthmore College and Columbia Law School, where she was the Editor-in-Chief of the Journal of Gender and Law and has served as a Lecturer-in-Law.

She was appointed to and served on the New York State Bar Association Task Forces on Racial Injustice and Police Reform in 2020-21, and on Racism, Social Equity, and the Law in 2021-22.

DIGITAL TRANSFORMATION OF NEW YORK STATE’S MOTOR VEHICLE DEALER OVERSIGHT PROGRAM

This presentation will outline NYS DMV’s transition from a manual, paper-based dealer record keeping and vehicle sales model to an innovative electronic solution.   Some of the changes to be discussed include electronic dealer books of registry, electronic dealer reassignments, plain paper temporary registrations, real time data collection and sharing, security and integrity controls and other topics. 

Mike is currently a Senior Consultant with Vanguard Direct.  He retired from the NYS DMV as the Director of Compliance, Vehicle Safety & Clean Air in the Fall of 2020.  The Office of Compliance consisted of Title Bureau, Insurance Services Bureau, Bus Driver Compliance, Data Protection and Monitoring, International Registration Bureau and Vehicle Safety & Clean Air.  From 2015 – 2017, he was the Director of Risk Management and was responsible for monitoring public and government access to DMV’s data and systems.  From 1993 – 2015, Mike served in numerous capacities as an Investigator and Supervisor with the DMV’s Division of Field Investigation.  From 2005 – 2015, he was the Deputy Director of Investigations. He has a BA in Criminology from the University of Maryland and is a veteran of the US Air Force.

BILLING PRACTICES IN PSYCHOLOGY: EUPHORIA OR DEPRESSION?
David M. Masur, Ph.D., ABPP, Neuropsychologist
Dr, Masur will introduce the listener to basic concepts of psychological practice, how billing for services is accomplished, and common errors of an unintentional and intentional nature observed in different types of psychological settings.

David Masur, Ph.D. ABPP is a Board-Certified neuropsychologist who is currently Emeritus Professor of Neurology at the Albert Einstein College of Medicine and Emeritus Director of the Division of Neuropsychology at Montefiore Medical Center.  For the past 30 years he was the director of a large clinical neuropsychology service and has evaluated hundreds of patients ranging in age from children to the elderly, with disorders which include learning disabilities, ADD, Autism, Traumatic Brain Injury, and dementia. He continues to maintain an active practice in forensic neuropsychology in New York and New Jersey.

Thomas Burke, is an Active 1st Grade Detective Investigator with the New York City Police Department with over 39 years of experience. Federal and State Court certified expert in all aspects of vehicle related crimes, including forensic vehicle identification, vehicle theft, vehicle identification numbers (VIN’s), insurance fraud, hidden compartments, street racing and vehicle/parts appraisals. Received numerous awards and recognition in forensic investigations, including the Times Square Bomber and Leiby Kletzky murder investigation. Director of NYPD’s “Fundamentals of Auto Crime” course for over eleven years, college accrediting more than 12,000 students in the art and science of auto crime investigations. Lecturer throughout the United States and Canada on all aspects of vehicle related crimes including organized crime, terrorist links and forensic photographic investigations. Method of instruction leaves students attending with more than a trade, but rather the ability to ask intelligent questions and think of logical answers, providing a value to themselves and to their employers. KEVIN HOLLAND
Master Sergeant, Former Navy SEAL Team 6 and Delta Force

From Seal Team Six to Delta Force, Master Sergeant Kevin Holland is the only publicly known operative to have served in both units over his noteworthy 20-year military career. Humble, engaging, and sincere, Holland’s combat stories, life-changing missions, and purpose-driven lessons mesmerize – including how the camouflaged Holland was part of a small team that captured Saddam Hussein with Holland climbing in the hole to pull Saddam out himself.

Kevin entered the Navy in 1988 and quickly volunteered for Basic Underwater Demolition/SEAL training. His BUD/S class started with 80 people and finished with only eight. His entire class was assigned to SEAL Team 8. 

He first deployed in 1990 and during his deployment Desert Storm began.  His team was assigned to Northern Iraq doing deep reconnaissance and sniper missions. Upon completion of the deployment, Kevin was awarded the Navy Achievement Medal and was sent to Sniper School.

In the summer of 1992, Kevin left SEAL Team 8 and joined SEAL Team 6 (also known as Dev Group). 

He separated from the Navy in 1995. Then, while working as a game warden, Kevin taught survival and land navigation to platoons of SEALS and classes of civilians.

After 9/11, Kevin re-enlisted.  He was assigned to the US Army Special Operations Command from 2002 to 2013.  He completed the 8-month Special Forces Qualification Course (Q Course) in 2005 and earned his Special Forces Tab and Green Beret. 

He deployed twenty times to the Middle East, conducting over 2000 combat missions. He was wounded by shrapnel in 2004 when an IED exploded behind his vehicle, killing one of the members of his team. 

Then in March 2011, while on a mission in the Middle East, Kevin was hit multiple times by a foreign fighter firing a belt-fed PKM Machine gun from just 20 yards away.

Kevin has received more than 30 awards, including seven Bronze Stars (with two awarded for valor in combat) along with two Purple Hearts. 

He lives with his wife, stepdaughters, and his younger son in the foothills of North Carolina not far from where he grew up. His daughter Makenzie is a journalist in Wilmington, and his older son Connor is in US Army Special Operations.

THE JOE McDONALD AWARD

The Joe McDonald Award is NYACT’s highest and most prestigious honor and is given to an individual or team in Law Enforcement in recognition of their contributions to the prevention and investigation of auto theft and insurance fraud in New York State, and for their dedication, support and contributions to the mission and work of NYACT.  This award is named in honor of Joe McDonald, a co-founder of NYACT and dedicated vehicle crime and fraud fighter. THE JOHN J. KENNEDY AWARD
Glen Lombardi Progressive

The John J. Kennedy Award is presented for Outstanding Service by an individual or team in the insurance industry in recognition of the investigation and prevention of auto theft and insurance fraud. This award is named in honor of J.J. Kennedy, who started his career with the New York City Police Department in 1966 and retired as a Detective from the Auto Crimes Division.  He started his second career as a Special Agent with the National Auto Theft Bureau, which later became the National Insurance Crime Bureau where he spent the next twenty years of his life.
